Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to more efficient, inclusive, resilient, and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.
The Animal Production and Health Division (NSA) promotes and facilitates the sustainable development of the livestock sector, integrating scientific and technical expertise and policy advice. It hosts technical networks in the areas of animal health, genetics, feed and animal husbandry and provides analysis, policy dialogue (including intergovernmental bodies) and technical assistance. It also supports emergency responses, mostly in animal health, and the FAOs priority programme (PPA) actions to promote the One Health (OH) approach in FAOs programmes and divisions.
NSA provides technical and financial assistance to, integrates scientific, technical expertise and policy advice, facilitates policy dialogue (including through intergovernmental bodies), encourages good governance, manages knowledge and provides information, analysis and technical assistance for the development and implementation of innovative solutions to produce safe animal products more sustainably, efficiently and in a more integrated manner.
This position is located within the Programme and Operations Hub (POH) of the Animal Production and Health Division (NSA) at FAO headquarters in Rome, Italy. The position will focus on work related to the projects led by the FAO One Health and Disease Control Group (NSAH-CJW), which is primarily concerned with aspects related to the prevention, detection and timely response to health threats of animal origin (zoonotic diseases, transboundary animal diseases, production diseases, diseases of wildlife, arthropod-borne diseases, food safety, antimicrobial resistance, one health) that affect public health, efficiencies, sustainable livestock production. In addition, NSAH-CWJs capacity development work ensures the strengthening of veterinary systems at national and regional level and bridges agriculture development, public health and ecosystem health.

The Programme Officer reports to the Director of the Animal Production and Health Division (NSA).

Key Results
Develops, implements and evaluates effective leadership and management of major projects and teams in accordance with Divisional objectives and the FAO Strategic Framework.
- Develops, implements and evaluates assigned programmes/projects; monitors and analyses programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective action; liaises with relevant parties; ensures follow-up action.
- Performs specific assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
- Researches, analyses and presents information gathered from diverse sources.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of impact evaluation or equivalent studies.
- Generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions.
- Organizes and prepares written outputs, e.g. background papers, analyses, sections of reports and studies, inputs to publications.
- Provides substantive backstopping to consultative and other meetings and conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations.
- Initiates and coordinates outreach activities; conducts training workshops and seminars; makes presentations on assigned topics/activities.
- Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget).
- Leads and coordinates the NSA Programme and Operations Hub (POH), overseeing support provided at divisional level in project design, formulation and management.
- Acts on behalf of the Budget Holder for trust funds portfolio operated by NSA, managing overall projects finances (including approval of expenditures, donor financial reporting, etc.) and coordinating operations in close consultation with Technical Officers.
- Coordinates the negotiation of project proposals providing programmatic expertise in the design/formulation of technical and cost proposal, acting as a focal point for the Defense Threat Reduction Agency (US/DTRA) application grant across FAO (national, regional and global projects).
- Monitors the implementation of NSA projects portfolio to ensure adequate management of resources and anticipating potential issues specific to delivery and financial management, in compliance with corporate policies and specific requirements of resource partners.
- Manages and supervises human resources allocated to the POH.
- Establishes and maintains strong relationship with strategic implementing and resource partners to facilitate the delivery of NSA programme of work and maximize the planned expected impact.
- Provides strategic guidance related to the financial management of NSA trust fund resources in accordance with FAO rules and regulations.
- Liaises closely with Resource Mobilization Division (PSR) and Finance Division (CSF) to ensure compliance with FAOs administrative and financial procedures.
- Participates in relevant meetings and facilitates coordination, integrations and synergies where appropriate and beneficial to the achievement of divisional objectives.
- Designs and establishes tools and workflows to facilitate effective planning, accurate forecasting and resource tracking systems for monitoring NSA trust funds portfolio.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
- Advanced university degree in international relations, political science, development studies or a related field.
- Seven years of relevant experience in project or programme management, administration or related area.
- Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

- Work experience in more than one location or area of work, particularly in field positions, is desirable.
- Extent and relevance of experience in the field of administration, human resources, finance and management of animal production and health programmes.

- Extent and relevance of experience in global programme/projects formulation, analysis, planning and implementation with a technical focus on animal production and health.
- Extent and relevance of experience in managing projects and coordinating operations, including project cycle.
- Extent and relevance of experience in complex planning, budgeting and financial reporting, including the design of customized tools for mapping, monitoring and reporting across different accounting system.
- Demonstrated ability to analyse problems and make appropriate recommendations for effective management decision making.
- Understanding of FAO policies and programmes in the area of One Health, livestock, animal health, biothreat reduction and antimicrobial resistance, is desirable.
- Proven experience as a team leader and team builder with demonstrated skills in building consensus.
- Demonstrated negotiation skills and ability to build partnerships and consensus with resources and implementing partners, including for US/DTRA grant application process, is considered a strong asset.
